CEO's Message

Normand E. DescheneDear Friends,

Spring is often considered a time of new beginnings, and this is especially true this season at Circle Health and Lowell General Hospital. As you may have read, Lowell General Hospital and Tufts Medical Center recently announced our plans to form a new health care system that we believe has the potential to transform the way care is delivered, and allows us to continually improve the health status of all residents in the communities that we serve. This new partnership will help position us to successfully meet the needs of our community and deliver high-level, cost-effective care in the increasingly challenging health care environment.

When we first introduced Circle Health in July 2012, we stressed the importance of better coordinating the care our patients receive and delivering on a new promise to provide Complete connected careSM to our patients each and every time, no matter where you access health care. We have made great strides in removing the natural silos that have existed between the hospital and providers in our community and improving collaboration to ensure that you are receiving the best care in the most appropriate setting at the right cost. Throughout this period, we have also continued to look for ways to strengthen our position and bring new and innovative services to our community and manage care across the continuum, from wellness and primary care to complicated tertiary care. This focus on ensuring both access to the appropriate level of care and working to improve the health and well-being of our community is increasingly important following the implementation of the Affordable Care Act.

This new partnership with Tufts Medical Center will help us take these efforts to the next level. Together, we will be able to build a new alternative health care system that is not only focused on taking care of you when you are sick, but also on more closely collaborating to help members of our communities prevent disease, manage chronic illness and achieve improved wellness for you and your families.

This new model will be unlike any other that exists in Massachusetts today. This new system will preserve the autonomy of both Lowell General Hospital and Tufts Medical Center, yet will allow us to best utilize the strengths that both community-based health care and complex specialty, academic medicine offer patients. I will serve as the CEO of the new health system, directed by a new board of trustees who will be elected by equal members of both organizations’ existing boards. While we are early in this process, we are extremely excited about the opportunities this partnership presents. This strategy would not be possible without the great team we have in place and the support we receive from members of our community each and every day.

I will continue to keep you informed of the progress we make in bringing this exciting new venture with Tufts Medical Center to life. In the meantime, we will continue our work and dedicated focus on improving the wellness and care of our community, and delivering on our promise to provide Complete connected care!

In good health,
